LMS Development Services Built Around Your Training Process
Give learners a clear place to start, a useful path through the material and a way to understand their progress. Saleen Tech develops course websites and learning management systems around the people taking the training and the team responsible for delivering it.
We can scope the public course pages, learner access and administration together, whether you are bringing training online or improving an existing setup.

Where it starts
Plan the Learning Journey Before Choosing Features
A public course business and an internal staff-training programme have different needs. One may need course information, payment and self-registration. Another may need assigned access, supervisor review and completion records.
We start with the training process: who joins, what they need to learn, how material is organised and what should count as completion. Then we define the platform and workflows that support it.
This makes the brief easier to assess. You can see what the first release needs, what depends on your content and which features can be considered later.
A learning platform usually serves more than one person. We plan for each of them:
Learners
Find the right course, sign in without friction, see where they left off and know what comes next, on phones as well as desktops.
Course authors
Add, reorder and update lessons and correct a detail without breaking the course structure.
Administrators
Manage enrolment and access, answer learner questions and see the records the programme needs.
Managers or clients
When training is for staff or client teams, see their own group’s progress, and only that group’s.
Scope
What Your LMS Project Can Include
Public course website
Help potential learners understand the course before they register or enquire. Course pages can explain the intended audience, topics, delivery format, prerequisites and next step using information supplied by your training team.
If the project needs a broader public website, we connect the course experience with website design and development.
Learner accounts and access
Define how learners join, which courses they can access and how account problems are handled. Access might follow an approved registration, staff assignment or a paid enrolment, depending on the model.
We also agree the roles needed by instructors, reviewers and administrators. Each role should have the access required for its responsibilities.
Course, module and lesson structure
Organise the material into a sequence learners can follow. The platform can present agreed formats such as written lessons, documents, video and supporting resources, subject to the selected system and hosting setup.
We plan navigation and content editing alongside the learner experience, so your staff know how to maintain the material after launch.
Assessments and review workflows
Where required, we can scope quizzes, submissions or a review process. The brief defines scoring, attempts, pass criteria and any staff decision needed before a learner moves forward.
Your training team supplies or approves the questions and learning requirements. The platform implements those rules; it does not determine the professional validity of the course.
Progress and completion records
Define the events that count towards progress and completion. Reading a lesson, passing an assessment and receiving staff approval are different actions, so the platform should record the ones your programme actually requires.
Completion reports and access restrictions are considered separately. A completion record does not automatically mean that the next lesson is locked or unlocked; those rules need their own definition and checks.
Course administration
Give the people running the programme an agreed way to manage course content, enrolments and required records. We identify routine tasks during planning so that administration is part of the build from the start.
Reports, exports, reminders and integrations can be scoped when there is a clear operational need and the selected system supports them.
Training model
Define the Training Model
| Training model | Questions to settle early |
|---|---|
| Internal employee training | Who assigns courses, who can review results and what records are needed? |
| Paid public courses | How do payment, enrolment, cancellations and access duration work? |
| Instructor-led programmes | Which activities happen online and which require a person’s approval? |
| Self-paced learning | Is there a required sequence, an access period or a prerequisite? |
| Multiple groups or organisations | How are learners separated, and which staff can see each group’s information? |
The project can support one model or an agreed combination. We avoid adding features without first identifying the task they need to support.
Platform
Choose a Platform That Fits the Requirement

An established learning system, a WordPress-based setup or a custom application may be appropriate depending on the courses, budget and workflows. We assess the options against your requirements before confirming a build approach.
Licences, hosting, video storage, payment tools and other recurring costs are identified separately from development. If you already use a platform, we review it before recommending whether to improve, extend or replace it.
Custom integrations or unusual administrative workflows can be explored through custom software development. A platform name on a proposal should follow the requirements, rather than decide them.
Work by our team
Experience With Training Websites
Our team’s broader digital work includes a course and learning management website. We can discuss the relevant approach and share approved examples where permission allows.
For a new project, we use your learner and administrator requirements to define the scope. Visit work by our team for the broader website and software context.
Process
From Training Brief to Working Platform
Map the programme
You share the learners, course structure, existing material and administration needs. We identify access, assessment and completion rules, along with any payment or reporting requirements.
Agree the first release
We define the platform approach, essential features and delivery stages. The brief separates software work from content writing, video production and other course-development tasks.
Build a representative course journey
We use agreed sample material to test how the learner moves from access to lessons and completion. Your team reviews that experience before the remaining content is configured at scale.
Check learner and administrator workflows
Checks cover the agreed roles, enrolment paths, course rules and records. Where payment or integrations are included, their success and failure paths also need review.
Prepare for launch and handover
We agree the launch responsibilities and provide the scoped administrator guidance. Ongoing updates and improvements can continue through a website maintenance and support plan.
Getting started
What We Need From Your Training Team
The most useful starting material is a course outline, a sample lesson and a description of how training is delivered today. We also need to know who approves the content and who will administer the platform.
Learner numbers, expected simultaneous use, media requirements and reporting needs help define the technical scope. If you are moving from another system, we review the available exports and decide which course content and learner records need to transfer.
You do not need every lesson finished before the first discussion. We do need clear ownership of content preparation so the build schedule reflects what will be ready.
Frequently asked questions
LMS Development Questions
Can you build the course website and learning system together?
Yes. We can scope the public information pages and private learner experience as one project, with clear responsibility for registration, access and administration.
Can our staff update lessons later?
That can be included in the requirements. We define the editing workflow and staff permissions before selecting or configuring the platform, then provide the agreed handover guidance.
Can learners pay for a course online?
Paid enrolment can be assessed as part of the scope. We need to agree the payment provider, supported market, access rules and what happens after a failed payment, cancellation or refund.
Can the platform issue certificates?
Completion certificates can be scoped where the platform and course rules support them. The issuer, wording and eligibility criteria come from your training organisation. A generated certificate does not by itself establish external accreditation.
Do you create the course content?
The development scope normally uses your approved material. Writing, instructional design, translation or video production must be agreed separately if required. We clarify who provides each item before setting the delivery schedule.
Can you move courses and learner records from another system?
We first inspect the exports, data structure and platform limitations. The migration scope identifies what can transfer, what needs manual work and how the result will be checked before the new system is used.
Can you support SCORM or connect to our other systems?
Share the content standard, files and integration requirements. We confirm compatibility for the selected platform before including it in the proposal. Standards support and custom connections are not assumed features of every build.
How much does an LMS cost to develop?
Cost depends on the platform, number of roles, course configuration, assessments, payments, migration and integrations. Share the training model and sample material so we can define the work and identify recurring platform costs.
How long does it take to build?
That depends on the scope and on how ready the course material is. A first release with a smaller set of courses can be planned separately from later features. We agree a schedule with review points before work starts.
Can learners use it on their phones?
We define the tasks learners need to complete on smaller screens and test them as part of a responsive build. A separate native mobile app would need its own scope.
Who owns the platform, content and learner data?
Your organisation should control the accounts, content and learner records. Hosting, licences and any third-party services are identified before launch, along with who is responsible for them.
Have something in mind?
Bring Your Training Process Online
Tell us who the learners are, what they need to complete and how your team manages the programme today. We will help define a course website or learning platform around those requirements.
